2.The inspection of qualifications of constructors must be toughened and grading of the constructors should be strictly controlled. Unqualified and low-standard constructors must be forbidden to undertake the construction that beyond their qualifications. 
6.It is preferable that applicants would have additional qualifications for welding,NDT qualifications.
7.Qualifications of those construction supervision institutions must strictly inspected.
9.Non-accredited construction enterprises or individual enterprises are not included.
