3.Based on the actual demand of the enterprise informatization achievements appraisal and the original data from the corporation H, the author managed to build the informatization achievements appraisal model for the corporation H on researching of the SAP R/3 system implementation and the theory of IT BSC in this dissertation. The author also evaluated the model with the IT BSC and expounded the function of IT BSC.
4.The above problems are analyzed by using BSC, learning organization, equity theory, hierarchy of needs theory, etc. On the basis of the aforesaid analysis an improvement project for personal performance management is designed. The project includes many parts, such as building a all-sided goal system, training managers, meliorating appraisal rules for work outcome and work behavior, strengthening management in basic data for appraisal, diversifying the application of appraisal results.
7.The method study bases on the theory of west utility, the theory of production factor assignment, the theory of value assignment and that of new human capital. Through the usage of the method of regression, method of Delphi, Fuzzy and synthetic evaluation, it creates a basic model of human capital value appraisal, and uses the case analysis to verify. Finally it can realize the aim which makes appraisal process operated easily, and get a rational and standardevaluation result.
9.This text uses the method of the positive research, regard maritime affairs office of Guangdong as the target, under the guidance of public financial theory, uses systematic theory, hard appraise and soft appraise theory, sets up two performances appraise system from two levels of project budget performance and comprehensive performance of unit budget of maritime affairs and expenditure. And has adopted a lot of appraisal methods such as Delphi, AHP, Interval statistic and Comprehensive point system.
