1.When representatives of the thirteen newly-independent states met in Philadelphia in 1787, they faced a great challenge: How to revise the existing Articles of Confederation so as to empower the central government to protect the states from foreign powers and from each other.
2.Here, I note an interesting coincidence, that the timetable in the Basic Law covers a period as long as that between your 1776 Articles of Confederation and the 1787 Constitution, when you moved from a very loose system focused on state legislatures to a much more centralised federal system.
