2.So, it is far insufficient for promotion of the rise of the middle part only to depend on the state help; it is till necessary to go out of "mechanism lowland", greatly develop civilian-run economy through advancing market reform and system innovation; further strengthen the internal growing motive force and form the internal developing mechanism that affects the situation as a whole.
