2.This paper presents the research process of evaluation on OPV’s comprehensive effectiveness by Delphi consultant method. 35 experts were invited to consult. Two questionnaire’s return rate were 94.29% and 96.97% respectively.
3.Applying management communication theory, as well as linking the practical works, this paper studies the communication relationship between the novelty consultants and clients, and proposes the communication model of the novelty consultant and client. This model will instruct the science and technology novelty inquiry in theory and in practice.
