3.Article 104 Where any of the personnel of the administrative department of civil servants violates the provisions of the present Law by abusing his power, neglecting his duties, practicing favoritism and engaging in malpractice, and if a crime is constituted, he shall be subject to criminal liabilities; if no crime is constituted, he shall be imposed upon a sanction.
4.Article 103 The functionaries of the labour administrative department or other relevant departments who abuse their functions and powers, neglect their duties, and engage in malpractices for selfish ends, shall be investigated for criminal responsibilities according to law if a crime is constituted, or shall be given an administrative sanction if the offences do not yet constitute a crime.
5.Article 73 If any person engaged in supervision and administration of the prevention and control of environmental pollution by solid waste abuses his power, neglects his duty or practises irregularities for personal gain and if the case constitutes a crime, he shall be investigated for criminal responsibility according to law, if the case does not constitute a crime, he shall be given an administrative sanction according to law.
6.Article 40 Any staff member of administrative authorities at various levels who has neglected his duties， committed illegalities for personal gains， resulting harms to the complaint reporting works shall be subject to a reproval or a disciplinary sanction according to the circumstances； or shall be adjudicated for by the judicial organs for his criminal liability according to law if the offense constitutes a crime.
7.Article 29 Any functionary of the State Administration for Commodity Inspection or of the commodity inspection authorities or any of the inspection personnel of the inspection organizations designated by the State Administration for Commodity Inspection and the commodity inspection authorities who abuses his power, commits irregularities for the benefit of his relatives or friends, falsifies inspection results or fails to conduct inspection and issue a certificate within the time limit through dereliction shall, depending on the seriousness of the circumstances, be given administrative sanction, or his criminal responsibility shall be investigated according to law.
