3.Abstract: Poor voice quality caused by packet loss is a critical problem for voice tools to be practiced.The paper proposes a transfer control mechanism with a rate adjusting and loss recovery function for the Internet voice tools.The mechanism can solve single pack loss problem by adding forward error correction(FEC) function to rate adjusting methods.It also can solve multiple pack loss problem if the bandwidth is available.Compared to current mechanisms,its significant characterstics are non-additional delay when FEC is added and the implementation is simple.
