6.This paper presents a notion of airplane-flight pairing assignment cost as the evaluating index, and analyzes three compositions of the costs: flight direct operation cost, flight spill cost and amercement cost, then, educes flight direct operation costaccording to the cost theory lodged by the Air Transportation Association working group, and constructs a probability model of passenger spill, and imports the correlation coefficient of amerce cost.
7.To develop FDI of Zhejiang Province averagely,the key is to guide the developing areas to reduce the indirect commercial cost effectively, instead of the direct commercial cost, to create a efficient government affair airs instead of favourable policy and to factor configuration cost instead of single factor cost.
9.The results showed that the average removal rates of COD,BOD_5,SS,NH_3-N and TP were 86%,88%,93%,85% and 81%,respectively. The treated wastewater reached the drainage standard of China. The project investment is only 780 thousand yuan, the direct running cost is 0.21 yuan/m3,the occupying areas is 600 m2.
