1.Last November 8, this council passed Resolution 1441 by a unanimous vote. The purpose of that resolution was to disarm Iraq of its weapons of mass destruction. Iraq had already been found guilty of material breach of its obligations, stretching back over 16 previous resolutions and 12 years.
2.In our war we strive in every engagement to win a victory, big or small, and to disarm a part of the enemy and destroy a part of his men and material.
4.The object of war is specifically "to preserve oneself and destroy the enemy" (to destroy the enemy means to disarm him or "deprive him of the power to resist", and does not mean to destroy every member of his forces physically).
6.This council placed the burden on Iraq to comply and disarm and not on the inspectors to find that which Iraq has gone out of its way to conceal for so long. Inspectors are inspectors; they are not detectives.
8.Indeed, by its failure to seize on its one last opportunity to come clean and disarm, Iraq has put itself in deeper material breach and closer to the day when it will face serious consequences for its continued defiance of this council.
9.My fellow citizens, at this hour American and coalition forces are in the early stages of military operations to disarm Iraq, to free its people and to defend the world from grave danger.
