4.Each district has a District Management Committee, chaired by the District Officer, comprising the Chairman, Vice-Chairman and subcommittee chairmen of the DistrictCouncil and representatives of departments providing essential services in the district.
7.Each DistrictCouncil operates a meet-the-public scheme, under which residents can meet council members face-to-face to express their views on any district problems.
8.The role of District Councils in district administration will be strengthened. Additional funding will be provided to the councils for improving the local environment, promoting district activities, and increasing the accountable allowances of DistrictCouncil members.
10.A DistrictCouncil is composed of elected members, appointed members, and, in the case of District Councils in rural areas, the chairmen of Rural Committees as ex officio members.
