3.We should have long term strategic thinking for west development. Through hard work of several generations, until mid of 21st century when China basically realize modernization, a new West will be built. This new West is of economic prosperity, progressed society, national unity, beautiful mountains and rivers, and happy lives. 
5.During 1997, Hong Kong was represented in conferences and meetings convened by the International Telecommunication Union, the Asia-Pacific Economic Co-operation forum, the Asia Pacific Telecomm unity, the Pacific Telecommunications Council, the International Maritime Organisation, the World Trade Organisation, and various conferences, seminars and exhibitions convened by the private sector in the telecommunications industry.
6.Preliminary studies suggest that the mutual relations of the security, economic and risk should be adjusted and made into organic unity during determination of design flood standards for construction, the concepts on the cascade exploitation of the river should be transferred from flood control to flood management, the design flood standards for construction at the initial, middle and later stages of high dam projects should be driven up gradually according to reservoir capacity.
7.There are many provinces, municipalities and autonomous regions in China, and some of our medium-sized provinces are as big as a large European country.They must be given greater powers of decision in economic planning, finance and foreign trade -- always within the framework of a nationwide unity of views, policies, planning, guidance and action.
8.The appearance of the new economic condition makes the marketing strategi es of an enterprise changed thoroughly from4PS to4CS in order to get the custo mers trust. It has forced enterprises to adapt to the change,shift and establi sh some new marketing concepts and methods,such as unity mar-keting,concept marketing,internet marketing,client relationship management,etc,to try to get the competition initiative.
