3.While the traditional personnel department that only did executive function in an enterprise being removed, personnel officers should be repositioned in the decision making level and play key roles in the enterprise to aid employees gaining knowledge, skills and competence for fulfilling the demands on work , to lift the level and quality of life of workers for frosting health personality , to harmonize the faith with vision of the staffs for cultivating a positive attitude towards their careers, to step up the efficiency of organizing and managing for keeping the enterprise moving ahead continually.
7.As for the nature, the characteristics and the executive system of the examination, the theoretic and the practical problems on the relationships between the qualification exam and personnel training, especially the systemic research on the management system of the qualification exam, subject set-up and evaluation methods, few discussions have been made and thus become focuses for further researches.
8.Since the early 90S, the Executive Yuan of the ROC government had devoted its efforts on the reorganization of government aiming to downsize the numbers of government personnel and affiliated government agencies for effective utilization of budget constrains while improved the government efficiency by cutting overlapping and ambiguity in the responsibility on agencies within the government entity.
