1.Based on the flicker meter design regulations published by the International Electro-technical Commission (IEC) , this paper makes use of Virtual Instrument--LabVIEW, founds a model of IEC flicker meter. This model can deal with the voltage digital signal and receive the instantaneous flicker sensation level.
