1.It was the nongovernmental organizations that initiated the Movementof Loosening of Foot Binding (MLFB) during the end of Qing Dynasty,and only a few open-minded officials who supported loosening of the footbinding publicly before 1902. In 1902, Qing Government issued theimperial edict of admonishing the foot binding, which indicated that theGovernment advocated the MLFB officially and it became thegovernmental action from then on.
