5.Those engaged in general aviation operations for commercial purposes shall apply to the competent civil aviation authority under the State Council for general aviation operating licences, and register with the administrative department for industry and commerce according to law; no registration shall be performed by the administrative department for industry and commerce for those that failed to obtain operating licences.
6.With the development of a flight preparation assisting system as an example, this paper gives a detailed account of the techniques and method of using electronic chart in general aviation flight preparation, including geographical information, navigational data and how to set up a performance databank for different types of aircraft as well as air route preparation and how to make flight plans, etc. which can be used for reference for developers of related systems.
