1.In the paper the author points out that the institution is the pivotal facto for the social revolution and economic development. Since institutional disequilibrium could develop financial crises and also promote the institutional revolution on the other side, therefore, it is urgent to accelerate institutional innovation and reform of "post Bretton Woods Monetary System in order to rebuild the new international economic order.
