2.The government drew up an important plan for a new Long March towards the socialist modernization of our country.

3.This year, we will formulate the 10th five-year plan. This is the first five-year plan to realize the third strategic objective of our modernization drive after entering the new century.
4.the Olympic Games will give impetus to the development of the city, which will, in return, contribute to the success of the Olympic Games. The modernization drive in the capital will be accelerated in line with the "10th Five-year Plan" and the "New Three-Step" Development Strategy of Beijing, which will lay a solid economic foundation for the Olympic Games.
5.Article 1 This Law is formulated to determine the size of a city, define the orientation of its development, realize the goals of its economic and social development, and map out its plan and carry out its construction on a rational basis in order to meet the needs in socialist modernization.
6.From the Ninth "Five-Year Plan" for National Economic Growth in China, the Long-Range Development Programme for the Year 2010 as well as the modernization programme with a target date in the middle of the next century put forward at the 15th Party Congress of the Communist Party of China, it is very clear that a new pattern of reform and open-up has emerged, a development which is built on the experiences and tremendous success gained by the country in its implementation of reform and open-up policies in the past 20 years or so.
7.To seek for an optimum plan that properly integrates land resources and taps potential new senses of pride in urban economic development by respecting the history of industrial development and reflecting the scene of modernization in Beijing, Beijing Municipal Commission of Urban Planning and Beijing Municipal Bureau of State Land &Resources are hereby inviting worldwide urban planning/design firms experienced in property, development, urban planning, urban design, landscaping and track transport design, or joint ventures of such firms, to apply for prequalification, which, as conducted by experts and government agencies organized by Beijing Municipal Commission of Urban Planning and Beijing Municipal Bureau of State Land &Resources, is intended to determine about six firms or joint ventures as Participants.
