1.puts forward the concrete measures of establishing the mechanism of traffic safety management ,that is based on separating the functions of government from those of the enterprise and establishing long-term & effective mechanism with operating units the main body to conform and optimize the allocation of resources . to improve the traffic safety economic benefit ,reduce administrative cost ,improve the efficiency of traffic safety management ,bring down the number of traffic accidents and to realize the purpose of traffic convenience and high efficiency.
2.2, considering the city-level ATIS construction a key way during the economic transitional period for the government to optimize the allocation of resources, facilitate the smooth system transition and propel the transformation of the economy from the jurisdiction-oriented one to an economic region-oriented one, and presenting the idea of carrying out the system construction according to agricultural resources distribution by laying equal emphasis on the administrative area and the economic region;
4.The adoption of accrual basis in our government budget managment and goverment accounting meets the demands for the transformation of government functions under the system of market economy. It facilitates the establishment of a consummate and transparent government budget and accounting system. Furthermore, it is beneficial to optimize the allocation of public resources, control fiscal expenditure.
6.Simulation and Optimization of Large HPP Construction: to pursue best construction proposal by optimizing theory and method and applying information technology, including layout of access, providing and allocation of construction equipment, coordination of construction progress, arrangement of resources, selection and arrangement of construciton materials to develop three-dimensional modelling and optimize the system.
8.By a comparison of virtual library resource development in university libraries on both sides of the Taiwan Straits, the authors recommend to strengthen the coordination between the two sides, optimize information resource allocation, promote resources sharing, and organize academic and human resource exchanges.
