4.Abstract: We set the post-evaluation sy stem by consulting the reference of the post-evaluation procedure and method of the WB project, as well by consorting the management experience and the character of poverty-relief road in Henan province.

7.Methods:20 healthy Chinese male volunteers were randomized to orally receive a single crossover dose of test or reference samples(5 mg). The blood concentrations of indapamide from the volunteers at the certain timepoints post the administration were measured by HPLC composed of an Inertsil ODS-3 column,a gradient eluent of phosphate buffer(pH4.0)∶acetinile∶methanol(55∶40∶50) and then methanol only,and a UV detection at 240 nm.
8.Another cause of our bureaucracy is that for a long time we have had no strict administrative rules and regulations and no system of personal responsibility from top to bottom in the leading bodies of our Party and government organizations and of our enterprises and institutions. We also lack strict and explicit terms of reference for each organization and post so that there are no rules to go by and most people are often unable to handle independently and responsibly the matters, big or small, which they should handle. They can only keep busy all day long making reports to higher levels, seeking instructions from them, writing comments on documents and passing them around.
