1.There are many questions existing in public libraries in our country,such as low people-cover rate,scanty literature resource,laggard service concept,and inadequate humanistic care.The paper discusses present situation of public library,and puts forward that the precondition of creating a reading society is to change drastically present situation of public libraries.
