requisites to constitute a crime
1.if the circumstances are serious enough to constitute a crime, he shall be prosecuted for criminal responsibility according to law.
3.If the case is not serious enough to constitute a crime, he shall be given disciplinary sanction in accordance with law.
4.Article 84 Dereliction of duty, abuse of power for personal gains and practise favouritism by personnel of the land administrative departments shall be affixed of criminal punishments according to criminal law whereas the case is serious enough to constitute a crime or imposed of administrative punishments whereas the case is not serious enough to constitute a crime.
5.if the circumstances are serious enough to constitute a crime, he shall be prosecuted for criminal responsibility in accordance with the provisions of Article 130 of the Criminal Law.
6.if the circumstances are serious enough to constitute a crime, he shall be prosecuted for criminal responsibility in accordance with the provisions of the Criminal Law on the crimes of smuggling.
10.Judicial departments are to affix its criminal responsibility according to law if any activities as listed above constitute a crime.
