4.Factories, workshops, shops and sideline production in urban and rural areas have suffered serious damage in the past, so the Party and government should make great efforts to organize all kinds of specialized departments (engaging the services of industrialists, merchants, technicians and workers) to work out ways of restoring production rapidly. 
5.Working people who are members of rural economic collectives have the right, within the limits prescribed by law, to farm plots of cropland and hilly land allotted for their private use, engage in household sideline production and raise privately owned livestock.
6.As a result of the rash disruption of the original economic structure, large numbers of the people, who had been relying on industrial and commercial enterprises, sideline production and the market for a living, lost their means of livelihood and a most thorny problem for us to tackle in the days to come.
7.In view of the fact that the disabled have many difficulties participating in productive labor, stress should be laid on supporting economic sectors that can directly help tackle the food and clothing problem for the poor disabled in the rural areas. Such sectors include crop cultivation, aquiculture, poultry raising, handicrafts and household sideline production;
8.Since its founding, the XPCC has taken it upon itself to reclaim land, guard the border areas and work for the well-being of the people of all ethnic groups in Xinjiang. It has followed the line of combining the efforts of workers, farmers, merchants, students and soldiers; overall development of agriculture, forestry, animal husbandry, sideline production and fisheries; and comprehensive operation of industry, communications, commerce, construction and services.
9.Development of water-saving agriculture, dry fanning and ecological agriculture, construction of fine quality product centers of gain, cotton, oil and tobacco, well-bred breeding, reform of middle and low yield fields, small watershed control, processing and storage of agricultural and sideline products, production of high-efficiency low toxicity and safe biological pesticide, construction of livestock breeding centers.
10.Agricultural and pastoral areas have introduced various forms of contracted production responsibility systems on a household basis, developed household sideline occupations, restored open markets and conducted large-scale capital construction of farmland and grassland.
