1.This paper thinks that administrative criminal norms should be in harmony with administrative norms by means of legislation; when the liability for administrative malfeasances and that for administrative criminal acts concur, there should be clear prescription to deal with this matter; statutory sentences for administrative crimes should be lowered and death penalty for administrative crimes should be abolished; other penalties for corporate crimes should be introduced; finally, a law of justice should be made to prescribe the system of reeducation through labor.
