3.The Lump Sum Grant is now the mainstream subvention system and is well accepted by the welfare sector.
4.Article 19 The unemployed who receive medical treatment during the period of receiving unemployment insurance compensation, may apply for medical subvention from social insurance agencies.
5.All special schools and skills opportunity schools receive subvention from the Education and Manpower Bureau ("EMB" thereafter) under the Code of Aid for Special Schools.
6.The Lump Sum Grant Subvention system, which aims to improve the delivery of welfare services through greater flexibility in deployment of resources, was introduced on January 1.
7.This year we will spend about US$1.6 billion (HK$12.35 billion) on rehabilitation. Nearly 60% of this is for subvention to NGOs for providing medical, education and welfare services to the disabled.
8.Meanwhile, a subvention scheme is implemented on a trial basis by the Commission on Youth to encourage the relevant bodies to organize visits to the Mainland for local youths to enrich their knowledge of their mother country.
