1.Article 47 If any unit, in violation of the provisions of the third paragraph of Article 13 of this Law, puts into production or to use a construction project for which the construction of facilities for prevention and control of water pollution has not been completed or whose facilities for prevention and control of water pollution fail to meet the requirements laid down by the State, the environmental protection department that approved the environmental impact statement of the said project shall order the unit to suspend production or use, and may also impose a fine on it.
2.Article 52 Any enterprise or institution that, in violation of the provisions of Article 17 of this Law, fails to put the pollution under control at the expiration of the time limit, may be fined or ordered to suspend production or to relocate or close down in light of the hazards so caused, in addition to paying fees for excessive emission of noise as required by the State.
3.By sufficient cuts in certain fields we mean mainly that capital construction must be appropriately cut back and enterprises without adequate production conditions should either cut production, switch to other products, be amalgamated with others, suspend operations or simply close down. Administrative expenses (including those of the defence establishment and of all enterprises and institutions) should be cut back to achieve balance between financial revenues and expenditures, and between credit receipts and payments.
4.Article 36 Any enterprise or institution that causes soil erosion in the course of construction or production and fails to carry out rehabilitation may, in light of the harmful consequences thus entailed, be punishable with a fine or be instructed to suspend its business for rehabilitation;
5.In order to gradually harmonize the proportions between the different sectors of the economy and subordinate the interests of the part to those of the whole, certain construction projects must be discontinued, and some enterprises should either cut production, switch to other products, be amalgamated with others, suspend operations or simply close down.
