1.Value-for-money audits are intended to provide independent information, advice and assurance about the economy, efficiency and effectiveness with which any bureau of the Government Secretariat, department, agency, other public body, public office or audited organisation has discharged its functions.
3.This is approached to in this paper from four angles: the content and nature of administrative litigation right; the value and function of administrative litigation right; the basis of assuring administrative litigation law; and the legislative and judicial assurance of administrative litigation right.
5.Then with the probability theory,we define the assurance degree functions for each of the seven variables as fxi(xi),i = 1,2 …,7,which are used to obtain the individual fitness function asF(X)=sum from i=1 to 7(ω_ifx_i(x_i)),where ωi is the weight value. The evaluation for the convergence exponent now can be deduced.
