3.The arms of government receiving the most complaints were: Housing Department, Correctional Services Department, Food and Environmental Hygiene Department, Government Secretariat, Lands Department, Education Department, Social Welfare Department, Immigration Department, Transport Department, and the Hospital Authority.
4.The Social Welfare Department (SWD) maintains a close working partnership with non-governmental organisations (NGOs) which, with subventions provided by the Government, are the main providers of social welfare services.
5.In November 1996, a Witness Support Programme using trained non-government volunteers or family aides of the Social Welfare Department was launched.
6.A joint working group between the Education Department and the Social Welfare Department has completed its deliberations on the further harmonisation of kindergartens and child care centres. The public will be consulted in 2002.
